Processes and legal complaints, procedures are supposed to be run when the “involved individual” is alive, not waiting for his death to let his familiars inherit this right - as well planned by them. (Legal complaints have a date of expiration within whose anyone may do nothing anymore. Surname and name’s change must be changed when the individual is alive, not afterwards he passed away (the day after for example - just to distort his legal proofs and testaments). Any right a person may inherit by someone has to be satisfied and enjoyed when alive, not by others after his death.
